The interface to calling Runner functions in Salt should not change. We need to keep that interface stable.

@arthurlogilab What version of Salt (what SHA) and what version of Pepper?

Thanks. There is a regression in the develop version of Salt. I filed saltstack/salt#25107 to track it.
