Recently, when a user clicks an observation event to edit(editOE.jsp), the 
request by other users are listed. Should we add another warning in welcome 
page?

I think it will be better if we show the requests in welcome page. Otherwise, 
users who sent request must wait for permission until the initiator wants to 
edit the OE.

By the way, I'm dealing with a bug about the request permission system, so this 
could wait until I've dealt with that. Giving permission system is ready, but 
I'm waiting for this bug to be resolved before I commit it.

We have decided not to take action on this issue. The initiator will check the 
edit page to give permissions to other users.
