plugin incorrectly injects its dependencies into current project (should be in metaproject only...)

where do you have it configured/what's your setup? This usually happens if it's not configured in a metaproject, and I can't reproduce it locally.

I put it in ~/.sbt/ -- I suppose that doesn't put it into the meta project;
how do I drop it in ~/.sbt/0.13 to get it to go into the meta project...

Try .sbt/0.13/plugins/pgp.sbt for the metabuild
