unable to run vagrant up

Hi. The downgrade works. The process is the next:

1. Unistall the current version of Vagrant.
2. Delete the next directory: C:\Users<You User>.vagrant.d
   The unistaller don't delete this directory, for that remove manually.
3. Install Vagrant 1.9.2 version and done.

after the above, when i run vagrant ssh i get:

C:\Users\robert\Desktop\scrapybook>vagrant ssh
==> dev: The container hasn't been created yet.

This seems to be this vagrant 1.9.3. issue rapid7/metasploitable3#106

I've updated Vagrantfiles and I hope it doesn't break everyone else's system. Please try to do a git pull and let's see if this fixes the problem.

I have updated using git pull and am still receiving ==> dev: The container hasn't been created yet. I also tried downgrading to 1.9.2 and receive same error. Any other ideas for a fix

Proved to be the same like as issue #25 - Indeed, downgrade works as well as the "hack" I mentioned in hashicorp/vagrant#8423 , upgrading to (the upcoming) 1.9.4 and the actual patch: hashicorp/vagrant#8497
