My thought is that under the changes directory there could possibly be multiple "projects" that you are adding changes to. The .changes.yml
could allow you to choose the project if you have more than one that you would like to be a part of it. Then you would also need to be able to query based on one or more projects.

Originally I thought I'd handle monorepos just by folder structure. But recent work has made me question if that is a good enough user experience having to cd into repos to call the tool. It also doesn't account for shared code that can create different distribution builds with different versions but shared code.
