@dezza builds successfully on arch linux, but these messages confuse
from refpolicy.

Looks like a bug in sepolgen. If you don't use options like audit2allow -M, then make build-interface-db is optional.

Maybe the README should be updated? This seems to have been broken for more than a few years, I just tested on debian-stable with a 2021 refpolicy and its also broken there.
