I noticed the encoding error buried in the stack trace, but buffer-file-coding-system in the relevant buffer is utf-8-unix which has an entry in eclim--file-coding-system-mapping already.

The 'Missing required option: p' message is ususally due to emacs-eclim being unable to figure out which eclipse project the current file belongs to. I don't think the encoding exception text has something to do with this; it's just part of the code which signals the error.

Can you try evaluating (eclim--project-name) in the buffer where you attempted the completion and see if it returns the name of the project?
