DeepDiff has a bug when comparing repeated child elements.

root cause is that zip creates a tuple forcing comparisons only at the same index and not across the list...

        try:
            t1_set = set(t1)
            t2_set = set(t2)

I just looked at your bug report and DeepDiff is returning the correct result. For an additional test, I put your example in a json diff page and it gave the same results as deepdiff. You have value changes in your example, not just addition of items.
