This happens because Dialog, Dialog Fragment and several other views showing in their own Window. A little information about this topic, but I think it is clarify something http://stackoverflow.com/a/22442702. When you do

Activity act = Utils.getActivity(this.getContext());
ViewGroup rootView = (ViewGroup)((ViewGroup)act.getWindow().getDecorView());
                    rootView.addView(this, params);

you got Activity and Activity Window. Thats why hint shows under Dialog. Instead you need get Dialog Window.
You could use

ViewGroup rootView = (ViewGroup) getDialog().getWindow().getDecorView();
        rootView.addView(tv);

this is works!
Maybe you could make one more constructor and pass there Window?
For Activity leave default constructor, but for Dialogs used additional.
