Two possible issues

  1. DNS pollution. Verify this by visiting Twitter in browser.
  2. Slow connection. Test your speed thorough Speed Test App.

I would like to re-open this issue if possible, as further testing suggest the issue is a bit more intriguing:

Setup

Galaxy Note 2 with Android 4.1, properly rooted, latest shadowsocks-android from google play.

WIFI

With global proxy option enabled, shadowsocks connection appear normal, blocked site are accessible via chrome.

3G

Using the same setup as above, I switch to 3G network and verify it's connected via chrome. Now enable shadowsocks...

DNS pollution? It would appear with shadowsocks enabled, neither blocked sites nor unblocked sites are accessible - ie. sites not loading at all. (I am using an ip address in shadowsocks config, so I assume you mean DNS pollution when querying website)

Slow connection? Fortunately I also host a few sites on the same vps as the shadowsocks server, so I tested direction connection to that host, and via 3G it's fairly fast.

My opinion

Either shadowsocks-android is not proxying the request to server at all, or it errors out during request. How does it relate to 3G network is beyond me.

  1. connect your phone to PC.
  2. execute adb logcat | grep shadowsocks in the terminal.
  3. post the output here.

Hello, I used command you provided and found there're lots of output like this (http://picpaste.com/Screenshot_2014-11-18-13-03-09-YKopYuA8.png), and network is really slow. Do you know what these logs mean?
