After some simple testings, I notice the multiple server configuration works well for me.
Update to the latest code, recompile it, run ss-local with -v option and then post your logs here.

I set in my config file as "server":["ss1.example.com", "ss2.example.com"] , only ss1.example.com was used. log and wireshark both prooved this.
