It should be noted that between steps 4 and 5, we should still validate what archive files are accessible or damaged - and record those results. Then, proceeding into step 5, we use the validation result to ensure if the archive data file is accessible. If the archive file is accessible, create the temporary directory and continue with the algorithm stated in the Original Post; otherwise we ignore and continue to the next archive file, if provided.

Openly thinking, I ponder if the meta file contents should be as follows:
ProjectGUID: [GUID: Unique_GUID]
RevisionID: [UINT: RevisionNumber]
I do not think much more is truly needed; this is information is merely for PSCAT to self-manage the projects itself.

Further, I think step 8 needs further clarification. In order to determine what is the correct Project that is going to be updated, we must consider caching all projects that had already been installed - and then comparing their GUIDs against the potential updated version.

I was overly ambitious; too much going on IRL. But progress is being made, added two new functions that are key to this functionality:
