You seem to be asking for what's already available in Firefox Options > StartUp: "When Firefox starts ... Show your windows and tabs from last time".

Is that option new in FF 57? I don't see it anywhere in FF 56 options.

Well, I never used to prefer this option. I was always used to starting Firefox, browsing a few pages, then quitting, and being certain that it would open empty the next time I start it. That used to be fine for most cases. Most times I didn't need or even didn't want a previous page to be restored.
Just sometimes, there are moments when I need to have a lot of tabs open and work with them for several days, and when I get forced to close the browser just then, I would have to switch the restart behaviour only for this case.
If I want to ensure to see an empty page next time I start Firefox, I would have to add a new tab before closing all others manually, because closing the last tab would quit. Furthermore, I am not sure how to save a state where multiple windows would have to be restored (I don't really trust the "Recently closed windows" and "Recently closed tabs" submenus in the history to persist beyond restarts, they already happened to disappear during an undesired start and close).
