Here is the plan for supporting new keyboards layouts:

• all keymaps files will be stored in /res/keymap.
• keymap layout file will be generted form json file using a python script (like how fonts are generated see here).
• the keyboard driver will need a new ioctl, something like KEYBOARD_IOCTL_LOADKEYMAP. This ioctl will get a path as parameter, and load the keymap file from there.
• a new userspace tool let's call it kbdctl will be use by the user to change the keyboard keymap

Some other ideas

• we can send a message to all process subscribing to the keyboard event channel to notify them of the keymap change.
• maybe the keyboard driver should maybe be in userspace. So instead of using an ioctl we can use a messaging_request to change the keymap, but this will required a lot more effort because the kernel need to be able to send IRQs to userspace.
