The goal is to pad the entire message, frame, (including the length prefix) to a total of 4 bytes. There are only two cases where the padding is actually used (and in practice 0 times but it's included for completeness):

  • msg_bytes is of length 1: [00000001][msgmsgms][00000000][00000000]
  • msg_bytes is of length 2: [00000002][msgmsgms][gmsgmsgm][00000000]

The code is actually correct in these two cases. For the 1-byte message, padding becomes '\x00\x00' (max(0, 3 - 1)). For the 2-byte message, padding becomes '\x00' (max(0, 3 - 2)).

My bad, you're absolutely right. I was missing the fact that the length header takes up a byte in this case too.
