In the past I've been opposed to this idea. But it's such a common request, and I do agree that often the large number is just abstract, so why not allow 0 as well.
This will need to alter how cropping images works too.

Chris, I would gladly have my company pay a bit to have this feature rolled into a release within the next few weeks if at all possible. A ResizeByWidth and ResizeByHeight function are both common needs for us.
