I am also having this same issue. Exact same behaviour. Any update on a possible fix for this?

me too, used in repeater. on focus for new field no picker appears, but if I save something to the field, on edit it will appear.

The problem is being caused by datepicker being instantiated on ACF clone field as well.
So whenever new repeater field is added it has already class "hasDatepicker" (taken from "clone" field). When having this class jQuery UI datepicker simply bails out and doesn't allow to be instantiated (as it "thinks" that it was already instantiated).
I have a quick fix which hopefully will add via pull request
