So, this is blocked, because PayPal does not return the full address when notifying you that the address has changed. We have a few possible solutions but none of them are very good. At the very least, we can disable the user from changing their address by passing SET_PROVIDED_ADDRESS on order creation, but the current SOW expects the user to be able to change their address.
For now, I'm holding off on this. I'm waiting on a response from PayPal for a possible solution, and we may be able to get more info from doing the instant checkout feature that adds insight to this.
