Putting this on hold, the dataset of Élections Québec is far from being perfect (getting strange results who may be resulting from opiniated choices at Élection Québec).
We'd need to find a better source to do this. For now, WIP code is in the feature branch.

Since this was definitely not the best way to tackle the problem of getting RCM, I'll close this and we'll explore something else.

Ok, there's an official list of municipality, and we can get corresponding RCM from it.
We'll have to check how exactly we incorporate it, but that should do it!
