Digging into this a little trying to reproduce it, and it, in fact, has very little to do with the old/new state names as we first thought, it is, in fact, to do with the way components inherit the colour from their parent element.
When you move components around after opening a notice, they can become 'degraded' as a result of their parent being so, however, they don't themselves have a direct association to the notice, so they don't know which colour they should be.
It's difficult to explain in words - I'm going to see what we can do to fix it.

Looking at the code related to this, there's little we can do within the theme. What we really need is an affected_by
association on the component which looks up the tree until it finds the notice.
I'm going to close this off for now, and move the issue into the backend and we'll tackle it down the line, it's fairly edge case at the moment.
