I've been thinking about adding in some delayed service notifications to solve this exact problem. Essentially what would happen is that the reload/restart notifications would all just queue up until the end of the chef run. At that time, you would have had the chance to fix your broken confs.

This is also improved by 35b7404 and 35b7404 requiring a valid syntax before apache is started.
