FWIW, in case anyone else hits this before it can be looked into, this complete alternative method used as a workaround gets me unblocked at least:

node.override['git']['version'] = '2.11.0'
node.override['git']['url'] = 'https://github.com/git-for-windows/git/releases/download/v2.11.0.windows.3/Git-2.11.0.3-64-bit.exe'

Bumping at this still not resolved issue I start to believe that Chef is dying..
Switch to Chocolatey for now.
