mail-parser fails to install depending on locale

This problem is caused when README.rst (line 224) is read by setup.py (line 28)

I can think of two ways to fix this issue:

1. force UTF-8 decode after the f.read() on line 28;
2. stop using UTF-8 on README.rst and stick to ASCII. The issue is caused by the ├ character.

The two possible solutions are implemented by pull requests #31 and #32:

1. PR #32 decodes README.rst as UTF-8
2. PR #31 makes README.rst stick to plain ASCII

Feel free to accept one and reject the other, or to reject both and implement a third fix. See what fits best.
