Yes, I know all of them. the problem is exactly that room.clients not only gives the number of players in the room but also covers the players outside the room i.e. the whole region same as region.clients

Yep I confirmed the bug, the issue is ROOM.CLIENTS returns the SECTOR.CLIENTS value, not the room itself. Probably broken after sector update. Region works a bit silly, for example while you are in Minoc, Minoc territory even a bit of Felucca still seems inside the region, probably it counts sectors inside region if they touch 1 block to region.
