i figured out the problem. Its an issue with fluentd version 1.10.1 . It can't install gem dependency named "ripper". I installed older version of fluentd i.e 1.7.4 alongwith fluent-plugin-splunk-hec version 1.1.0 and it works without any issues. I reported this issue to fluentd community. Closing this case.
