Apparently enabling the ui enables an internal ui api that isn't public :-( This feature might just have to go away. See https://github.com/hashicorp/consul/blob/fa7d803da8afbe41ef7db9b42fef8826a79147a1/command/agent/ui_endpoint.go

@jmirc So instead of ditching the feature all together, we decided to proxy the UI as well as the API through zuul, so you are now required to run the ui in the agent to use @EnableConsulUi.
