The one caveat to that is that if you're not saving restart information, the step isn't saved at each commit point, which saves you a table write per commit. Although, you could test for that at the Repository level. Other than that, I don't see an issue with using the context, other than an overall clearer definition of the context, since we're not talking about using it for storage, stopping a job, and exit codes, I feel like it could easily get a bit 'bloated'.
