Oh this is expected. You have to download the ISO manually as it's not public. Please join the Windows Server Insider program at https://www.microsoft.com/en-us/software-download/windowsinsiderpreviewserver and select one of the "Windows Server vNext LTSC Preview - Build 17639" ISO's.
Then run the packer build with --var iso_url=.... For example:
packer build \
--only=vmware-iso \
--var vhv_enable=true \
--var iso_url=~/packer_cache/insider/Windows_InsiderPreview_Server_vNext_en-us_17639.iso \
windows_2019_docker.json
But wait, I have to push a fix for the windows_2019_docker.json as there are no core images in the ISO.

PR #96 has the fix to build a desktop VM and it is merged now.
