It would be possible, but it would need to be enabled only when the console is displaying nothing. If it's set to FPS, FPS+Time or Debug, it would stay on, similarly to Lameboy.

I'm not sure how to do this. I looked up libnds's system.h which relates to system power. POWER_2D_B can disable the engine but leaves me with a white screen. I can't use POWER_LCD since that would disable both, and PM_BACKLIGHT_BOTTOM doesn't seem to do anything...

Actually powerOff(PM_BACKLIGHT_BOTTOM) does the trick. I don't know why it wasn't working before, but it works now. This is implemented in 618d5fe.
