Make scrolling smoother when users are using mouse wheel
currently, when the users are using mouse wheel, each scroll event would make the offsetX jump. We should improve UX by using some kind of animations with JS.

Increase the word limit of online events
- the simple way is to increase the limit to 30 characters
- or, we can count the number of wide characters (weight=2) and ascii characters (weight=1), the total weight should be less than 20 or something.
