rgrover, what is the target board? I suspect you're targetting an F1 board, using a stlinkv2 hardware? I'm pretty sure that's broken in recent texane master builds. Could you please try https://github.com/karlp/stlink/tree/libwork2 ?
It's a work in progress to get them all working together again neatly.

That code you tested has now been merged into mainline master, I'm closing this for now, as multiple people had the same issue as you before hand, and have it working now.
