There's nothing that anyone can help you with if you don't provide a reproduction. However, it also seems very unlikely that you'd be able to get someone else to experience exactly what you're experiencing on your machine.

In this case, it sounds like some files either got chown'd to a different user or chmod'd with different permissions somehow. This wouldn't have been Svelte or SvelteKit's doing, unless you at some point in the past had already run SvelteKit as root or something like that. Check the permission or ownership of various files in your project. If all else fails, re-clone it from your version control system and start over.
