This might be due to cycles in the incremental build. I'll investigate further

That was a problem, but not this problem. Running depcruise -c ./.config/dependency-cruiser.js packages from the workspace root seems to work as expected, but not if I run it via npm run lint:deps.

And for whatever reason, #868 is not rearing its head, either. Because I'm ignoring it in my config file. 😄

I'm guessing, then, the "correct" way to run depcruise would be from the workspace root?

I've updated my branch to run depcruise this way. But might be investigating against the SHA mentioned above anyhow; please close if you don't think there's anything actionable here.
