I see what is provided is not the right default - as 0 is indeed a valid value for departure_time. I believe the intention was to indicate to this method if a departure time was passed in by the EV. In the implementation though - departure_time is set as optional:

Plus like you already suggested, if the field is omitted, the spec says the sum of durations of time intervals in the schedule shall be greater than 24 hrs.

[V2G2-304]: If the EVCC did not provide a DepartureTime Target Setting (refer to subclause 8.4.3.8.2 and 8.5.3.2) in the ChargeParameterDiscoveryReq message, the sum of the individual time intervals described in the PMaxSchedule and SalesTariff provided in the ChargeParameterDiscoveryRes message, shall be greater or equal to 24 hours.
