换了北京的尝试了一下，还是会高概率失败
至于腾讯云那边，直接甩锅运营商跨境网络

治标不治本，重试也可能会失败。

曲线救国：试试腾讯云的回源功能，读取不到让腾讯云自己拉取并存储。

不曲线了，最后的结果是直接加钱，开启了全球加速功能后正常上传了，就是流量小贵，1.5元/GB
