Hi,
Actually, the rule is to make the PR on the oldest branch that is concerned by the changes.
Ex : if you make a change for the branch 2.2, you make the PR on the 2.2 branch, even if the changes are applied on 2.3, 2.4 and master. If the changes just concern the 2.4 and master, you make the PR on the 2.4.
But most of people make the PR on master because it's easier. In this case, I make the changes on the others branches myself so don't worry. And I do not maintain any more 2.1 and 2.2 even if someone make a PR on theses branches.
