Current vision for Monsters:

Biome-based filtering (monsters appropriate for jungle, forest, mountain, "deep dark", etc)

• Program collects a list of the biome tags on monsters
• List is presented to the user to select from
• User will also be presented with "strictness" option: at one end its "really only Jungle monsters", at the other its "actually there's a lot of wiggle room".
• At the lower ends, "out of biome" monsters will be in the wandering monster list, at the high end they may set up residences.
• When the monster lists are generated, first pass grabs all monsters matching the biome list selected by the user.
• second pass handles the "out of biome" monster option, salting the biome list with outsiders.
• Monster generation continues as normal, but using this new filtered list.
