@justwanttoknowathing raised a good point, of providing an extra buffer above the c-ratio which doesn't incur foregoing rewards... as some would be managing at a buffer... potentially the buffer can be configurable via SCCP... So for example 200% buffer means that burning up to 500%+200% doesn't lead to foregone rewards.
