But if we do want to add this, it means each file in the repo should start with a comment line:

SPDX tags should be used near the top of the file, not at the top of the file. See Annex H (emphasis mine):

An SPDX file tag consists of a single line, generally as part of a comment near the top of the file, in the following format:

SPDX-tagname: <value>

For elisp files it would be preferable below the Copyright line (if you follow the auto-insert format):

;;; rational-defaults.el --- rational defaults for Emacs configuration  -*- lexical-binding: t; -*-

;; Copyright (C) 2022
;; SPDX-License-Identifier: MIT                        <--------

;; Author:   The System Crafters Community

I don't know how the license headers might interfere with lexical-binding from #4. But if we do want to add this, it means each file in the repo should start with a comment line:
