how should the program differentiate whether appened .0 belongs to the file name or is a user-selected extension?

You are using the program with the automatic extension switched on (that is the case when parameter --no-extension is not used), so dc first try to separate the extension set by the user and then append the automatic extension (filetype = json) so the process is
a) Config_Office_RGB_Bulb_8.1.0 becomes Config_Office_RGB_Bulb_8.1
b) Config_Office_RGB_Bulb_8.1 becomes Config_Office_RGB_Bulb_8.1.json

There are two ways to avoid all of this:

• if the restore file name is given as full name, the extension should also be given, i.e.
  decode-config.py -d 10.0.1.164 --restore-file Config_Office_RGB_Bulb_8.1.0.json

• file names macros @ are also allowed for restore, the program gets the necessary information from your -d device or -f file so yu can simply use the same naming for restore as used by backup:
  decode-config.py -d 10.0.1.164 --restore-file Config_@f_@v
