My mistake here; this spec text was written on top of tc39/ecma262#945 , but that patch didn't land nearly as quickly as I was expecting (or document this dependence). I'll pull in the relevant parts here without making the semantic change that it made.

A couple minor issues:
ClassDefinitionEvaluation still refers to the deleted variable m.
ClassElementEvaluation returns either a list or a record, which are incompatible types. If you're going to use it for append, it should return a list of a record instead of a record.
