Yeah, xfs has the lock order AGI -> AGF. From the above stack, seems all the processes are blocked by two lock(AGI and ILOCK), so firstly, we should find the reason why so many processes can't get the AGI lock. There are many reasons about this, for example, too many processes try to acquire the lock in the same time. You need to scan the whole stack to find the reason.
