Streamline MatrixX.VectorTransform to Create and Apply Matrices to Points

Maybe something like:

Matrix4 Matrix4::MakeScaleMatrix(float a_fScalarX
                           float a_fScalarY,
                           float a_fScalarZ,
                           float a_fScalarW);

?

Everything should run through PointTransform or VectorTransform anyway. If all it does is return a matrix or essentially use the identity matrix with the diagonals replaced, then just make it a ConstructThingMatrix.

The tests will have to be rewritten to some degree as well.
