Are you interested in adding new engines to the UI for selection via LaTeX → Preferences? If so, you need to edit the nib file and possibly update the source that use the setting (if the new engines require different treatment of options or similar).
A quick way to test new engines would be to write it to the defaults (which is all the preferences window does), e.g.:
defaults write com.macromates.TextMate.preview latexEngine myTeXengine
But I believe similar can be done with the ‘%!TEX TS-program’ directive.
