Feature request: Derive spell checking language from babel commands

In addition/instead of this, it should be possible to define the language in a
modline similar to % !TEX encoding = your_encoding, something like % !TEX 
spellcheck
= en_US

The modline suggestion has been implemented in r487.

A first sample script for deriving the spell checking from babel commands has 
been
added in r490.
Note that:
 * you need an experimental Tw build with scripting for this
 * you may need to copy the file manually, or else remove your scripts subfolder in
the configuration directory to get the new script
 * the script is far from complete or well-tested. If you have any problems with it
or suggestions for it, post them here
