The easiest idea in my opinion would be to put both a functionality in the menu with an item "update Nes file" next to "reload level", and to put in the GUI a button that indicates with its internal image in the button an image that for common sense it indicates an updated status, what is often found in internet browsers I would therefore say an image with its arrows inside it, they are surrounded by an invisible circle.
However, it would be useful to have a signal such as a kind of semaphore that indicates the difference or not of the external status of the file in comparison with the one loaded in memory, if for example you modify the Foundry file outside it should warn you to report the file has changed then if you do not want reloading would be a personal choice, but Foundry should in my opinion report it somehow, I would propose as I have in the past some kind of LED indicator in the GUI which is green hopefully, and turns red when it notices that the external file is changed, it could then internally activate a small status update program, which updates that little LED traffic light in the GUI every 5 seconds, I could tell every second but I don't know on what basis to say this while safeguarding the health of the hard disk for this frequent use , so I chose 5 seconds to arrive at a mediation between the safety of running the system to avoid mistakes of forgetfulness and avoid an that the hard disk containing the Nes file gets too stressed and wears out over time.
