Note that there are actually two issues being demonstrated in the above example:

1. Inconsistency when interpolating the same sequence across columns with tween_t(), both across columns and when repeatedly calling the function
2. The previously mentioned key frame placement issue.

I'd say that although tweenr's README does state that it is only meant to interpolate sequences independently, I think tween_t() placing keyframes consistently across each sequence (and across repeated function calls) when the total number of frames is the same would be what most users would expect it to do.
