Sorry, should have been clearer. growlnotify is supposed to be installed from homebrew (per the README instructions) but it's not available from homebrew.
$ brew install growlnotify
Error: No available formula for growlnotify

I've removed the instructions in the readme now. The growlnotify executable is still available at the URL we link to in the readme (http://growl.info/extras.php#growlnotify).
