I was thinking about it, as I think Drupal's drush is doing a similar thing but have no immediate plans to implement it (I do take pull requests happily though :) )
I'm not sure if that should not be the other way around - you have WSes in Moodle already, you can add new functions to them. And drush could add a command to run a WS for the current Moodle installation.

I'm just assuming that all the web services you need will not exist. So, there are either some functions you don't can't do or you need to extend the web services (I was assuming with a local plugin). I might suggest that the more subversive functions of Mooch are what makes it really interesting (the ones that there will be no core web services for) ;-)

Hmm, good point. Yeah, I like the subversive side of it as well :). I probably shouldn't recommend anyone to install such a local plugin but if you know what you're doing... why not!
Are you interested in writing one? That'd be awesome.

I see two distinct sides of such approach. First is architectural and about exposing Moodle functionality in a proper way. Another is remote execution and for this there is existing solutions like https://github.com/thephpleague/shunt or even native PHP functions http://php.net/manual/en/function.ssh2-exec.php
