That's expected, this feature was not yet released.
It's working now, with v26 of this Chart:
helm repo update
helm search repo traefik/traefik
helm template test --set providers.file.enabled=true traefik/traefik | grep providers.file
- "--providers.file.directory=/etc/traefik/dynamic"
- "--providers.file.watch=true"from traefik-helm-chart.
